At Brizwest Driving School we find that learners often don't understand the steps appropriate to turning right at traffic lights.

In the diagram vehicle A must give way to vehicle B because vehicle A is turning right across vehicle B's path.

However while waiting for vehicle B to pass, vehicle A should commit to the turn by moving forward into the intersection without obstructing the path of vehicle B. As soon as it is safe to do so vehicle A must clear the intersection.
